The idea of the Fifth Column is when you have internal sabotage and moles in the midst mixed with the general population. The Japanese were send to Internment Camps shortly after Pearl Harbor attack because they were not a population that could be trusted to be American enough to remain loyal citizens of the land in the minds of the President and therefore the population in that war time hysteria.
A fifth column is any group of people who undermine a larger group from within, usually in favor of an enemy group or nation. The activities of a fifth column can be overt or clandestine. Forces gathered in secret can mobilize openly to assist an external attack. This term is also extended to organised actions by military personnel. Clandestine fifth column activities can involve acts of sabotage, disinformation, or espionage executed within defense lines by secret sympathizers with an external force.

I saw in the transcript of the leaked audio, they specifically mentioned Special Operations, Chinese military forces, to be able to put down the uprisings that they expect to take place in Guangzhou and Shenzhen. Two of the mega cities in China that are fairly close to Hong Kong in that area, but even China is expecting massive civil unrest in their own country as they wage war against the rest of the world.
