It was such a tried-and-true winning formula that they just kept repeating the method over and over again. What was this winning formula? You find qualified potential leaders, that are compromised by something they have done or what was done to them and then you put them in positions of power and then you blackmail them into doing what you want if they don't cooperate, but it is much easier to just buy them off and then they willingly sell themselves out and willingly cooperate.
